Joe is a recognized leader in the information technology (IT) services industry.  He has thirty years of experience identifying and satisfying client requirements using a consultative approach.  His career includes progressively more responsible roles with Unisys, United Telecom, Martin Marietta, Lockheed Martin, Affiliated Computer Services and Hewlett-Packard. These roles included executive level positions in sales, marketing, business development, and general management.  Joe has demonstrated success working with clients in the commercial, federal, international, state and local markets.  .

Throughout his career, in both individual contributor and executive management roles, Joe has been responsible for the development and profitable delivery of more than $2.5B in IT services. He led the sales organization for Lockheed Martin’s start-up commercial IT outsourcing entity, demonstrating leadership that enabled annual revenue growth from $25M to $340M, a CAGR of 55% and creating a backlog in excess of $1B.  Joe has established strong relationships with leading IT industry consultants such as TPI, TBI, Tech Nexxus, and Equaterra.   His clients have included: Nike, ebay, General Motors, Metropolitan Transit Authority of New York, Simon & Schuster, the General Services Administration, and the Departments of Housing and Urban Development, Labor, and Treasury. Joe transitioned to ACS as Vice President of Sales when Lockheed Martin divested its commercial IT services company.   While at ACS, Joe identified and led outsourcing engagement opportunities valued in excess of $2B and strengthened ACS’s  relationships with industry analysts.  He joined Hewlett Packard to provide executive leadership in business development and was charged with expanding HP’s IT services market share in the Public Sector. 

Joe has a Bachelor of Science in Accounting from the University of Baltimore and has completed a variety of executive management coursework at George Washington University and Emory University.
